交通違反の不正検挙に想う / Illegal Arrests for Traffic Violations

神奈川県警の交通機動隊のパトカーに乗務する複数の警察官が、本来の規定に反して、2600件以上を交通違反として不正検挙していた事が判明しています。

Several officers working in the Kanagawa Prefectural Police Traffic Mobile Unit's patrol cars have been found to have illegally arrested over 2,600 vehicles for violations, in violation of applicable regulations.

交通機動隊員が追尾で速度超過車両を検挙する場合、一般的に、パトカーや白バイに関わらず、一般道では約30ｍの距離を保って約 100ｍの追尾が基本で、高速道路では約 50ｍの距離で 300ｍが基本的な規定とされています。
そして、今回、この警察官による不正が発覚した原因とされているのが、検挙された人の車両の後方ドライブカメラ映像だったとされ、その人が神奈川県警に対しての相談で発覚しており、パトカー側の該当するドライブレコーダー映像は消去されていた様子です。

When Traffic Mobile Unit officers arrest speeding vehicles by pursuit, whether in a patrol car or motorcycle, the standard is to maintain a distance of approximately 30 meters and pursue for approximately 100 meters on public roads, and a distance of approximately 50 meters and 300 meters on expressways.
The alleged cause of this officer's misconduct was allegedly the rearview dashcam footage of the arrested person's vehicle. This was discovered when the arrested person contacted Kanagawa Prefectural Police, and it appears that the relevant dashcam footage from the patrol car had been deleted.

交通警察官による不正検挙はこの事案に限らず、かなり以前からよく体験している事ですが、適切な運転をしている人や、適切な取り締まりを行なっている警察官が被害や悪評を受けない社会システムになる事を望みます。また、将来的には、車載のカメラとレーダーセンサー、そしてAI を利用して、走行中の検挙すべき車両と違反内容を即座にモニター上に表示し、GPS機能を利用して違反箇所も記録して、それらを基に検挙書類も作成される様になるでしょう。いや、それ以前に、多くの車両委が SDV化して、クラウド上で管理される走行データから検挙される時代が来るかもしれません。そうなると、ますます、旧車の需要が高まりそうですね。

Fraudulent arrests by traffic police officers are not unique to this case; they have been common for some time. Hopefully, we can create a social system in which responsible drivers and police officers conducting proper traffic enforcement are not harmed or criticized. In the future, onboard cameras, radar sensors, and AI will be used to instantly display arrestable vehicles and violation details on a monitor, while GPS functionality will be used to record the location of the violation and create arrest documents based on this information. Even before that, perhaps many vehicles will be converted to SDVs, and arrests will be made based on driving data managed on the cloud. This will likely further increase demand for classic cars.
